Tried Fabsil on an old cover that I had cleaned with a brush and detergent.  Much cleaner, but the over was never quite the same again.

Think I would try Nikwax Techwash and Cotton Proof next time.

Called 'Fabsil' by any chance?

The thing is, I've no idea if that is breathable, or turns the cover into a non-breathable one forever?

Yes, works well. But don't hose velcro, it doesn't like it.

I have heard of people who have used a brush on liquid that is normally used for reproofing canvas tents successfully.

I would be wary of doing it whilst is still on the boat though.

What is the DIY option to re-waterproof a cover? (Is it any different for breathable, and non-breathable covers?)

you'll probably find the sunlight has done that once you've cleaned the green mold off that's hiding it

I've used domestic detergents, hosepipe and a stiff brush in the past.

Whatever cleaning method is used, it'll likely need re-waterproofing afterward, unless its PVC of course, in which case the cleaning will be easier too!
