Thanks for all the input. We have decided that CASC is a very good deal for us-low rates, gift aid and security of the club assets including the lake, which we own. We have serious doubt we could prove 50% of members participate the required number of times. We thought about the "supporters group" for non-sailors, but it would be difficult for the committee and the bar licence!

We get numerous requests for other sports to take place at the club (eg triathlons) maybe that's a way forward. But the timescale is too tight in reality

I think you might find that participation is wider than you think.  Sitting on commitees and managing counts. I guess that attending working parties counts.  You could also look at the acceptable sporting activities list ... Yoga, Table Tennis, Skiing are all on the list, so how about running weekly Yoga classes, installing a table tennis club and getting any members who go on a Ski Holiday to list 6 separate days of activity.

I think that when we discussed this with the RYA they suggested taking a members survey with all the qualifying activities, to keep on file for HMRC.

The RYA have been very helpful on this matter.  Other sports notably Rugby must have a bigger problem since a huge proportion of retired rugby players default to being social members.

What would be good for the RYA to do is to put together a template to show how you might structure a club to separate the Trading activities of the club, from the Sporting activities of the club, which I suspect is  the way forward.

There are more reasons for CASC than the tax/cost benefits ... there are plenty of clubs in prime locations which might see it as a way of protecting an asset from being sold off, for the benefit of future generations.

Defining participation?
At my club we have allot of members who organize between them selves to sail on Wednesday afternoon etc etc. As this isn't organised by the club are they counting as not participating?

A thought?

We also have a Race Officer & Safety boat rota which includes all members and we have to do between 2 and 4 duties a year.
A Sunday duty encompasses 3 races
So If I was RO for 4 Sundays I have participated 12 times??

I like the email one mentioned above as well, surely though all you have to do is get proof of opening the email which any newsletter service does these days.

If you have any Police officers or NHS managers in your membership they will be able to give you very good advice on how to appear to reach the required targets.....it's a fine art but eminently doable.

run an online training / coaching session - send it out by email 12 times a year to every member you have an email address for, ask them to respond for an audit trail.... surely 50% would?

We have lists pinned up. If other than members use our facilities, university, scouts .....whatever they put the numbers on the list.

I agree, participation is more than racing on a Sunday.

Seems ironic that you would get the status back if you reduced membership by cutting out those that "only" participate 10 times a year.
