Or even knowing what sport they are competing in, as a agreed set of rules is, I think, something common to all sports.

If it were true then I can't imagine "real racers" ever having much success.

Therefore they never follow the rule that you have just announced....

The point being that a boat was disqualified... a rare occurrence in this type of racing. For the Rhum the TSS were surrounded by a prohibited area, defined by way points, to ensure that boats went nowhere near the TSS.
The penalty was given to demonstrate that professional sailing was taking breaches of traffic regulations seriously. If we don not there is the possibility that the French maritime authorities would simply prohibit such races.

There were boats crossing tacks pretty much the whole way up on the last leg of the Volvo. I have a feeling that they were keeping well clear of each other though where they could have been meeting.
I think that the VOR uses RRS the whole time.

I should imagine the cargo ship won that meeting...

There was a boat on boat collision in the last Route du Rhum. The protest was heard using IRPCAS.

A collision between a competing boat and a cargo ship did not come to protest.

One boat was disqualified for sailing the wrong way down the Ushant TSS.
