Glad you found a definitive answer to your original question.

I think the warm up 'parade lap' in F1 and probably other motorsport formula are governed by certain rules and regulations although they are not technically 'racing' each other at that point.
Cycle road races frequently have a 'neutralised' section from a departure point until they reach the route where the race proper starts.
In both instances there is still a compulsion on the competitors to complete this initial distance before the formal 'start' is undertaken.

Re the first part of my question concerning published start times it seems that the answer is in the RRS:

"the times of registration and warning signals for the practice

race, if one is scheduled, and the first race, and succeeding

races if known"

....from the ISAF guidance on how to write a notice of race.        Boom boom!

As competitors we can argue/discuss when the "actual" start is, but in the end it depends on when the race officer, or more importantly the person watching the line, decides. They will probably be calling boats over from a countdown and human error will ensure that neither the flag or the sound signal coincide with the countdown or each other. (given that we are talking seconds here)

You don't win races going by the gun or the flag, you go on your watch and at two seconds before the gun you sheet in.

"Oh, no more than 300 yards."

As Bootscotter says, are you trying to reel in a reaction here? If a boat 340m from the gun was half a second early across the line from the POV of the RO, the sound will reach it when it is one and half seconds across the line.

OCS, or possibly DSQ on the basis of trying to change the laws of physics such that the sound reached the boat a second before it left the gun. Ye cannae dae that.

I Appreciate the RRS has little say on undermining the fundamental workings of the universe, but, dammit, it SHOULD be against the rules. Possibly 42?

My father is one of the National Race Officers NRO he says that the horn, gun or whatever you use is only there as to give notice that the flag has dropped .So always watch the flag not wait for the horn
