It's a system I have seen before, an enclosed case. Can't remember where unfortunately. As has been said, you raise it with a rope coming out of the front of the case.
I'm guessing it really needs a metal plate that would stay down under gravity.

it has centerboard.if you see the photo there is a white benche.just behind it it's the box that the centerboard goes in. at the front side of this box there is a roll that aparently a rope goes through all the way to the centerboard, and that's the only way to deal with the centerboard from inside the boat.

Would a system like that used on an Enterprise work?  This utilises a friction device like the following which is fitted to the top of the centreboard and rubs on the inside of the centreboard case?
