sheet bend (doubled if necessary)  is the  traditional  recommendation for joining dissimilar ropes  ( reef knot being more suited to similar  ropes)

It depends, but I'd most likely use a fisherman's knot, but if it were going to be permanent consider a seized or sewn loop in the shock cord and an eye splice in the rope.

A sewn loop in the shock cord, with a piece of heatshrink tubing over it to keep it tidy:

When sailing in potential shallows I put a doubled up length of shockcord in my rudder downhaul. The double sheetbend has always done the job well.

Thanks. It will be permanent as it will be inside the mast. Tried sewing a loop last night. God was it hard to get the needle through! Gave up. The double sheet bend holds up well as the bungee contracts on the other line when pulled tight.

More half hitches.  If you can't do knots do lots.

Plastic tape over the top of everything.
