I would be grateful if you could let me know where I could find a suitable (and bulletproof) text for SIs or class rules.

I agree with you that bringing in the hotshots can cause some resentment. In the ECHO handicap system as used in Ireland there is a specific handicap penalty to prevent this, as well as an automatic penalt for boats that enter the system. it is therefore almost impossible to win your first event under ECHO.

Hunter 707 and Farr 40 are two classes that come to mind.

Noun 1. ringer - a person who rings church bells (as for summoning the congregation)
signaler, signaller - someone who communicates by signals
2. ringer - a person who is almost identical to another
colloquialism - a colloquial expression; characteristic of spoken or written communication that seeks to imitate informal speech
look-alike, double, image - someone who closely resembles a famous person (especially an actor); "he could be Gingrich's double"; "she's the very image of her mother"
3. ringer - a contestant entered in a competition under false pretenses
faker, imposter, impostor, pseud, pseudo, role player, sham, shammer, pretender, fraud, fake - a person who makes deceitful pretenses
4. ringer - (horseshoes) the successful throw of a horseshoe or quoit so as to encircle a stake or peg
throw - the act of throwing (propelling something with a rapid movement of the arm and wrist); "the catcher made a good throw to second base"
horseshoes, quoits - a game in which iron rings (or open iron rings) are thrown at a stake in the ground in the hope of encircling it

I think it is appropriate to look at what is being discussed here as as I feel the use of the term "ringer" is at best inaccurate....

Assuming we are not using definitions 1,2 or 4 above then that only leaves 3, and I doubt anybody here is suggesting any entrant to a Championships is entering under false pretenses.

There is that problem- there's a world of difference between (say) Jon Emmet borrowing someone's boat, paying class subs and entering a Nationals, and a yacht owner adding a pro to his crew to steer or call tactics. The second definitely is a case of getting a ringer, the first isn't (though in weaker classes may be seen as "pot hunting").

Blaze Nationals this weekend - Understand ONE loan boat still possibly available by someone who cannot make it this time.

Perhaps this thread should be retitled "Pot Hunters" ... because I don't think anyone was really talking about bringing in pros to keelboat teams, after all this is the Dinghy section of the forum ...

Control of pros is another issue and in the case I mentioned, AFAIK the "guest helm" was not in fact a professional sailor.

Just got the latest Y&Y through, and Bob Fisher seems to get the tone about right when taking the micky out of the pro's who were close to loosing the 1/4 ton cup to a couple of amateur teams. I suspect that the banter in the article closely mirrors that in the bar, and I doubt that any of the teams resented having round the world sailors taking part, especially when they prooved to be almost beatable.

There is another article about class hopping - good timing on this thread, then, or was it a plant?!
