amongest the differences- crew gets main sheet upwind! 800 is a little, um, boring for crew upwind- and class association keep it that way.

Ah, but those wood pole kite boats weren't skiffs, as we now know them [FX: laughs and runs away].
 
I think as a proportion of active dinghies skiffs are way more popular than ever.   You could compare todays turnouts with the vast numbers of Enterprises, Lasers, Mirrors, GP14s etc. which used to attend National Champs back in the 70s and conclude that non-skiff sailing has become much less popular.  Too many classes, too much fragmentation.
 
As to the "what's the point of the Rebel when the 800 already exists" question, my answer would be that the 800 just isn't 'Skiffy enough' to take an Olympic 'Skiff' slot.

Not sure how the 800 isn't 'skiffy enough" From what i understood, when the 800 and other boats were trailed a couple of years ago the preference of the vast majority of actual sailors at the trials was that the 800 was better than anything else there. 

If it isn't a bethwaite design or doesn't have skiff in the name does that mean it isn't a skiff? Tongue Perhaps they should trim the sails with flourescent green - would that make it more skiffy? I don't have one, but have sailed it and a 49er. It seems to give you similar performance, but not the same level of cost and is more attainable.

They do indeed
The helmsman must take the mainsheet at all times, the only exception being the crew providing momentary assistance in exceptional circumstances
 
Buried a bit in here. 1.3.26.
 
As I understand it, the rule has been challeneged several times but endured.

Presumably because it's heavier and less powerful?
 
I've sailed 800's a few times and I wouldn't mind one, if I had a more suitable club.
But in light weather, I'd rather be sailing something else.
Will the Rebel have a weight equalisation system?

"heavier and less powerful" - Hmm surely if they have the performance in all airs, then weight and sail area are irrelevant. The 800 has a relatively small sail area, which surely proves how good the hull shape and development process were and must have been.
