The whole universe is expanding, but as your ruler is expanding at the same rate, it is very difficult to measure!

Of course, the earth's expansion is geological, rather than cosmic, I believe, but my geology is 20 years out of date now!

i thought as the universe expanded everything in it stayed the same but just got further from the edges .

The things in it define the edges so the expansion just changes its shape/size, not the relative distances between objects.
