Maybe because Cheddar (BC) is somewhat sheltered from the North & East and is closer to the Bristol Channel, whereas Chew is more elevated and exposed to the north and east.  Well, as far as I can tell from Google Terrain

Chew was a bit icy this morning - pretty much everything left of starting box (as you looked out) was frozen. the ribs launched and made like 'hms ice breaker' to get out to the clear water. Then the drover up and down a lot at 1/3 throttle to generate max wake and that eventually broke the ice sheet up so racing started just after 11:30.

Fun and games...

Whitefriars totally frozen still yesterday - even the bits that had unfrozen on Sat had refrozen overnight, which was a surprise. Can't see us getting out next Sunday either.

I heard Weir Wood is frozen, we had a little bit of ice around the edges but nothing to write home about.
