Don't you need a 'C1' class of vehicle to be legal for that length of trailer? That is 3500kg+.

wouldn't be legal in the UK on a length basis
you are allowed up to 3.5 tonnes on overrun brakes in the =- assuming the towing vehicle has a 3.5 tonne towing capacity - which is mainly the large 4*4s and a few Sprinters / ivecos |
