I think the active rudder bit is the electrically driven screw associated with the rudder, so that you're not relying on waterflow over the rudder to steer. Dead handy on crowded light airs startlines...

Great video and soundtrack  .. It reminded me that I haven't listened to Millencolin's music for a while.
