Regardless of inaccuracies in the PY system, can anyone help me give a sensible PY to a Hydrofoil Catamaran called Demeter (19 foot long)?

I'm thinking a little faster than an F18 for a base - what do you think?

Handicaps are far from perfect as they are averages over quality of sailor and condition - the problem is that unless you are class racing there is nothing better!!

Something i think that is long forgotten about py returns is that you ARE allowed to make your own modifications to the py's through the year and send them off to the rya.  Everyone seems to see the rya's number as the be all and end all even if they dont like it.  However no one makes the collective effort to make adjustments and py's will only get better if people experiment with them. 

Really what we need to happen is for the best sailors around the world to pick a class each and race around a course with all times recorded, then that way with all the boats being raced at their best, we could get a good gauge of what the numbers should be.  Of course this trial would need to last a few weeks in order to acount for all wind conditions.

Because as soon as the wind is up, the 3k will annihilate the 200, and on average the wind is up sufficiently for that to happen.

PY's are necessarily averaged over all conditions experienced, which means that on any given occasion for any given boat they're likely to be too high or too low. You can hazard a guess at sets of suitable PY's for, say, dispacement, marginal planing or planing conditions, but it'll be a brave race officer who'll take the decisioon which set to use (then the wind will change), and is that marginal planing for the MPS or the Wayfarer?

It's a minefield. You just have to turn out and believe that on average you'll have a fair chance. But beware only turning out when it suits your boat or the PY might get worse - you need the 'race returns' to the RYA for the bad days in order to improve (raise in this case) your handicap.
