Bought our cherub a while back for £150 with the whole rig but with a bent mast and a fixable hole. We fixed the hole within a day, painted it, were donated a fireball mast and had a trapeze asymmetric for waaay to cheap. I assure you, that boat went like ... well .. a fast thing. Doubt there are many classes where that can happen. :D We ciould murder most things downwind and that wasn't even a big rig cherubwise!

My cherub cost me £750 and was good to go. Could have sailed it like that if i'd wanted but made a few sail upgrades and a bit of DIY. Sails can be bought second hand and DIY is cheap as you don't have to pay for labour! Expensive isn't a word I'd used to describe the average cherub. No boats are cost free, its a fact of life!

Laser 2 would be a good bet. Very minimal fittings to replace and are relatively robust. Can be sailed with or without the trapeze or kite. Likely to find one for under a grand as the class seems to be dying a slow and painful death!

Only my 2p's worth but I have spent my time sailing both classes a fair amount.

I would suggest a Lark but I'm biased there, but the class association is extremely friendly and open, which I think gives it the edge. Also worth considering a 420 if you can find one in budget that isn't knackered. Old Scorpion would also be worth considering and also Firefly.
