If you are blind you still need a TV licence if you own a TV.  But you do get a 50% discount

That's nothing!

If you are DEAF, that's D E A F, you still have to have a licence but you get a 100% discount!!!

It was a passifying gesture to OAPs so the Gov didn't need to pay them more pension and could still count on their votes...... amazingly it worked.

No, not made up all the person has to do is to speak to their Social Worker for the Deaf.
