If I were RC I'd probably round it to the nearest round number below, which makes next to no difference, on the grounds that with the padding and extra freeboard its probably easier to sit out further for longer with less wave impact.

But the crucial difference is I wouldn't allow it to start in Laser class races.

You have a strange view of things sometimes iGRF. Obviously, if they have been sold they have new owners. Were any actually built? If so then no it would not be a class legal Laser (unless the Laser CA made a ruling to allow them). Would I allow it in a club race? Yes I probably would and I would give it the same PN as a Laser.
