Not to mention incidents where there is no protest, hence no hearing, hence no penalty.

I think there's much more of an acceptance in motor racing that damage is inevitable. If you high-side off a bike, which is equivalent of capsize really, it's pretty much inevitable you'll have a substantial repair bill, so I think it's kinda business as usual.

If we ever wanted radically simplified racing rules I think the price would be a concept of racing incident, a lot more collisions, and a lot more exclusions in the insurance terms. Probably wouldn't be able to insure racing at all, or only with huge excesses.

Don't think it's much to do with sponsors, same rules for amateur motor racing I think.

Well, under RRS as they had both retired, they couldn't be penalised more unless it was DNE. 

I would think that no penalty collisions are easier to live with when sponsors pay.
