I'd imagine so. I'd also imagine they're being made in Bank's factory in the Far East.

Au contraire: Banks make all their sails at the loft in Park Gate - and what is more, make them very well indeed. What is more, because they are independant and do actually 'make' their sails, they have a damn good idea how to make changes. The Contender sail they made for me recently - to a very different and 'demanding' set of requirements, is a superb sail that works just how i wanted it too and is very well made.

Any Fireball 'experts/ committe' in the house then?
 
Simple yes/ no answer to the following 2 questions;
 
1) Were the sails used measured?
 
2) Is the sailcloth class legal?

My reading of the rules is that the Race Organiser simply does not have the power to permit deviation from class rules. So to put anything like that in the NOR would be to open a huge can of worms. but your last point could relate to any class of boat with the same sail numbers, less likely obviously but possible.

I do like the fact that you comment alludes to the user being sort of glad that they are using the sail number 55, whereas it could be that they are supplied a very cheap development sail that happens to have the sail number 55 on them and told to get on with it if they want to keep those sails. What would you do????? I know that I would be using the number 55 and asking permission to use the number at the event.

OK so there's more chance with deliberately identical sail numbers, but to avoid doubt, surely any display of black flagged sail numbers at a handicap event should include the class, as with multiple classes nothing prevents two boats carrying the same number?

As for the number you should carry:

G1 ISAF CLASS BOATS
G1.1 Identification
Every boat of an ISAF Class shall carry on her mainsail and, as
provided in rules G1.3(d) and G1.3(e) for letters and numbers only,
on her spinnaker and headsail
....

(c) a sail number of no more than four digits allotted by her
national authority or, when so required by the class rules, by
the class association. The four-digit limitation does not apply to
classes whose ISAF membership or recognition took effect
before 1 April 1997. Alternatively, if permitted in the class
rules, an owner may be allotted a personal sail number by the
relevant issuing authority, which may be used on all his boats
in that class.
Sails measured before 31 March 1999 shall comply with rule G1.1 or
with the rules applicable at the time of measurement

There's actually no provision I can find for anyone to ever enter under the "wrong" number; that it is a frequently accepted practice (borrowed sails etc) is another matter.

What worries me about all this is that there is the danger of the sailor being lost in amongst the battle of the lofts/manufacturers.  I get a fair few email newsletters tell me P&B won this or Speed Sails won that, and you have to search the small print to find out the name of the sailor who actually drove the boat!  At prize givings the top batch turn up in their branded kit and sometimes even a 'team' is described as 'winning' or excelling, again without mention of the sailors themselves. 

I have nothing against sponsorship - I was sponsored back in my dim and distant past - sailing is a very expensive sport and we need all the help we can get, but I do worry that many of the brands are overshadowing the genius and hardwork of the people using their talents to get the results.
