With Bosham the harbour dues are included in our dinghy park fees, makes it nice and easy for us. Not sure if the club has a bulk discount deal or not though.

I am a member of two clubs in Chichester Harbour and i dont think either of
them have any deal with the harbour authorities, everyone goes once a year
to the harbour office and pays their dues. I think though that if you have a
fine put on your boat and it is not paid and then the boat is sold, it carries
over with the boat not with the person who originally owned it.

What sort of deal have HISC and Bosham etc. got with the Chcichester harbour authorities?????

I have some knowledge of these matters.   Maritime law is very ancient and there are some very strange laws.  If a charge is put in place and not paid or work on a boat is not paid for, bailiffs can be appointed and a maritime lien put on your boat.   The boat is chained up, a notice nailed on it and in due course, the bailiffs  can sell the boat to pay off the debts and their rather large fees.  Its not uncommon on bigger boats but on dinghies I would think its not worth the expense of pursuing the claim.  Mind you, someone told me a top flight Mirror, shockingly, costs more than £5000 !  That would be worth impounding.  I would guess that the authorites are having a "start of season" campaign.  

Your club needs to negotiate this and pay a fixed sum for the whole club.

The same sort of charge is on it's way on the Exe Estuary, I felt the same way about it when they were looking at charging £40 per year for a dinghy, at the time they were looking at £10 for a kite surfer! The dinghy community made it's voice heard through the local clubs and by writing to Exeter City Council and it now looks like the charges will be more like £10 per year for a dinghy, don't know when it's starts however.

This is going to happen all over the place as local councils set up indipendant self funding navigation/harbour bodies to tae over the cost of managing non profitable harbours and ports. If you sail on any bit of water that has a navigation authority but not much in the way of comercial shipping then keep your eyes open and shout if you don't like what is proposed.

I'm not really worried about my boat being ceased as I will just pay the fee.  Its really not worth the hassle I will get if I don't.  Does seem extreme though and will be interesting to see if they carry this out on anyone.

Dues are paid by all boats that use Chichester Harbour, even Optimists. It's
only a few pounds, though, and well worth it to sail in such a beautiful place.

The threat of seizing boats sounds wrong - I'm sure they can't legally do
that. Certainly worth getting legal advice.

A fee for all boats over 4m is being introduced at Brightlingsea this year (by the Harbour Commission).

Thats just out of order. Do they have any legal right to seize your boat? Are you boats even kept on the water?
