Well according the ebay seller they are:


Ensure you know which way the tide is ebbing and flowing this summer when you go out dinghy racing.

Just drop this little 60cm. device into the sea near a static object, anchored boat or lobster pot etc.  It will float just out of the water.  It has very low windage so any movement is down to the local tide.  Watch which way is moves.  Retrieve it for use next time.  It will help to ensure your ahead of the opposition, at the next regatta, on those tricky tidal waters.

This item will make a great present for the dinghy sailor who has nearly everything.

I saw them too! (I spend way too much time trawling ebay)  I have never used a tide stick and never will.  if I thought I did need such a thing I would put a sponge in, making sure it was saturated so it couldn't be wind driven.

Tide stick? Use.. erm.. leaves left in the boat from the last time you sailed it, bits of seaweed ditto, watch bits in the water, watch anchored boats... seems a bit of a waste to me or am i stating the obvious?
