So why arnt ETNZ allowed to test with Luna Rossa and yet Oracle for instance are running two boats side by side?

I haven't looked into the details, but I think its all about how many boats are built within a design team. Easy to imagine Britain Team 1, Britain Team 2, Team 3, Team 4 etc, all with two boats and all tuning up against each other, effectively one team with ten boats. The idea, I think, is that if two teams coperate they are seen as one team in terms of the cost saving measures.

it isn't to do with the AC45s (which are OD); it's to do with the big boats, which Oracle will have only one of, as far as I understand. I'm pretty sure the teams are free to enter multiple AC45s into the ACWS; indeed (as BAR shows) one does not have to be challenger for AC34 to enter the ACWS. The two competions are related but are seperate in some respects.
