How much of a difference does the A rig on the RS300 make compared to the B? I understand it is a bit smaller, and was wondering the effect on speed, from a racing point of view?

Unless you are light (less than low 70’s kg) then go for a B rig.  It’s much easier to get new sails etc.  
When it comes to sailing the A rig isn’t much smaller just much flatter; you can do same thing with the controls on the B rig and the. Reap the rewards downwind and in lighter breezes.  While it’s certainly an advantage above 12 knots to be heavier, above 20 it’s more about technique again. Very few people race on the circuit with an A rig because imo isn’t quite as fast as the B.

The theory was supposed to be that lighter sailors would be as quick with the A rig as heavier ones with the B rig. It didn't work out, because it tends to be the case in a single sail boat that if you can hang on to a bigger rig upwind in any shape at all you will be way faster downhill, so in the end you needed to be a very good A rig sailor to compete at the front with the B rigs. I never did the sums, but somewhere between 5% and 10% wouldn't surprise me as that tends to be the range between front of fleet and pack.

So it is a bit slower then.
Maybe at club level a sub 70kg person could race off a slightly higher py with the a rig? I'm just wondering. Obviously technique is key in any boat, especially something like the 300.

A club can do anything it likes with its handicaps, but it doesn't seem to me that would be unreasonable.

In my limited experience of sailing against 300s, the key thing is keeping it upright rather than which sail you pick. If you can find a way not to be swimming then which ever sail you pick you will go quite quick!
