Can someone settle this?

A little laser one rounding the windward mark. Catch's the mark and his rudder popped up. A dart 16 then came into the back of the laser and snapped the tip off it. Does the laser lose rights for getting fouled up? Who's in the wrong?

The two boats involved are brothers so it's either solving or creating a family fued!

Difficult to be sure without the whole story, but superficially it sounds as if the Laser was entitled to mark room and not yet taking a penalty, so the Dart may well have broken RRS18 and quite probably RRS14 too (and owes a rudder blade!). If the Laser had actually been in the middle of taking a penalty turn then she would have been at fault (RRS22).

I had a good view, the laser had just stopped after getting tangled with the mark and rudder lifted itself when the D16 came in and had a bit. It was my thoughts that the dart was in the wrong but I wasn't sure how it went with the laser being around the mark.

The dart still has to keep clear, simple as that. In reality, of course, a boat stopping dead in front of you might just be somewhat unexpected, so keeping clear not simple or even possible. Accidents happen, family feuds not needed!
