how old is he?
what does he weigh?
if he's going to be racing, what classes are at your club?

then it might be easier to find a suitable boat.
picos are 'fun' if your a begginer and lightweight, but they really arn't that great and very poor for racing.
i think with a bit more info might we might be able to think of somthing better?!!

if he is wanting to race and have fun, and has the right weight then the topper maybe the route to go, great boats for messing about in and then also gr8 for racing,

Picos are great for:

a) extremely strong winds when anything else (but a windsurfer) won't stay upright
b) nervous mums
c) beginners
d) under 15s

They tack, which toppers sometimes don't, their easy to rig and they're big enough for two whole people.  Awful in a light wind tho - and being lasers the bits aren't cheap.  And as the RYA have apparently been bought off by topper, there's no training or race circuit.

50kg 14 year old? Probably best in a splash, lightning 308, byte cIII, or if serious a laser radial.

Perfect weight for a topper, good race circuit, friendly class etc. 50kg too small for a radial, but maybe good for messing about in if hes not bothered about being underweight, and he'll grow into it (or go to full rig)

Unless youre a total  a topper tacks easily in anything, let the kicker off in a blow and go!- easy!
