Looks like a Baker mark 1 Lark to me. The decks were never that colour though, so must have been painted.
I do know of some uni boats that were painted that colour back in the day (late 70s).

I thought the baker larks had a higher transom with the tiller going through a hole in the transom?

Indeed they did. That might be a Baker mk2, from before Parker took over and refined the deck mould some more.
