"More than 30 ambulance, police, coastguard and RNLI officers were drafted in during the incident" In the past, the whole thing would likely have been sorted out by the local bobby in a rowing boat with the assistance of a mate in a motor boat to tow it home before any damage was.done, and she'd have spent the night in cells to sober up. Reminds me of a story told me by a member of a Lakes mountain rescue team. A drunken girl was stuck on a steep river bank. All emergency services were present in numbers but unable to act owing to 'health and safety' (their own) considerations.
