Dinghy regatta and SI says failure to sign in or out(tally) will result in points penalty. Nothing more. RC discusses with Jury and then decides that 20% is appropriate and changes scoring accordingly. No hearing by jury or protests lodged by RC. Correct? I think that RC should have protested the sailors and the jury should have decided the penalty. What can the sailors who did not apply for redress during the event do afterwards?

A5 SCORES DETERMIED BY THE RACE COMMITTEE

A boat that did not start, comply with rule 30.2 or 30.3, or finish, or that takes a penalty under rule 44.3(a) or retires after finishing, shall be scored accordingly by the race committee without a hearing. Only the protest committee may take other scoring actions that worsen a boat’s score.

Any sailors that thought that the scoring penalty without a hearing was an improper action but did not request redress in writing in accordance with rule 62.2, have no further redress.
 

62.2 The request shall be in writing and be delivered to the race office no later than the protest time limit or two hours after the incident, whichever is later. The protest committee shall extend the time if there is good reason to do so. No red flag is required.
