420 foil help- rigging question

Hi all.  can anyone help me with this.  I have attached pics of the tiller and rudder for my 420.

The tiller is a CEE-VEE system and I believe the foil to be a Milanes foil, but not sure.  The issue is, there are no cords to lift or drop the foil.  There are also no cleats on the tiller arm. 

can anyone help me with what I need to get or how to sort this out.  totally stuck.

Tighten using the wing nut either down or up, and get your hand wet?

I was wondering if that was the answer, but my brothers 60 year old enterprise even has a lifting system.

all the other 420's seem to have a lifting system.

Can anyone suggest how I can fit a lifting system to this?

Mine has a plastic pin that either locks it up or down & will break if I hit anything hard (like the beach).
Keep it simple

Whilst not wishing to be negative I note that you have posted some fairly basic questions about your 420 , which is a pretty simple ' non techy' boat by modern standards.Are you a member of a sailing club? Most of what you ask could be answered by a reasonably experienced dinghy sailor and a quick comparison with any roughly comparable class, assuming you are not too concerned about being completely 'in class' .If I lived near you I would offer to come and look at it with you.Any forum regulars who live nearby?

Cheers for the help guys.  Yep I am new to most of this restoring a boat stuff.  I do like to find stuff out but need to get the 420 ready to take up to the Sailing club at Jumbles.  Just want to learn as much as I can and get as much work done on the boat while it is winter.

sanded all the paint off the foil and found a 5mm small drilled hole at the base of the foil.  This must be the down haul. There also seems to be a filled hole in the top of the rounded edge of the foil. I am assuming this is where the up haul went into the edge of the foil.

This is how my uphaul and downhaul works, it is locked into auto release clamcleat, this is a clamcleat that releases blade, if it hits anything.
