A friend took http://dl.dropboxusercontent.com/u/339507/Great_Ocean_Road_3124.JPG" rel="nofollow - this photo in Port Fairy, Victoria, Australia. The device was attached to the stern of a sailing boat. Can somebody tell us what it is?
