Yep I would say that is the Light Skiff so so I guess that photo is taken somewhere in Germany. Probably somewhere near Keil.
Just had another look at the fisrst picture. I would say the short grey haired gentleman wearing a yellow jacket standing at the bow is not other than the designer - Mr Joachim Harpprecht.

You guys are awesome! It is Joachim Harpprecht (very nice chap) and his latest design - a junior version of the Musto skiff.

This was at the Blankeneser Segel-Club e.V. - BSC - Hamburg for "Die Letzten Helden" "the last hero" one of the bigger last races of the season in northern Germany. I highly recommend doing this race, it is the only one I know where they have a RIB with a wineglass flag where you get free piping hot glühwein between races.

That should be compulsory at all clubs between November and March.

There's been stuff on here before about it, that's why! It/one of them has even been to Rutland
