Can I glass a boat using West epoxy that has already some patching and filling done using SP?

Yes- epoxy systems are not incompatible.

(in fact, if you knew what you were doing, and were careful with the ratios, you could, say, use a West epoxy with an SP hardener. No idea about the results of that though)

Hmm, I think the chances of getting the latter right approach zero.

But on the original question, yes brand a over cured brand b is not a problem.
