Last weekend in a race Prince Buster was sailing his laser downwind with his brother close behind.  Approaching the leeward mark PB's bro obtained an overlap at the two boatlength distance.  PB then caught a wave and surfed ahead of his bro up to the mark.  He thought he'd be sneaky and round the mark before his bro got there.  But as PB rounded the mark he slowed down and his brother caught him up and demanded water.  PB had rounded very close to the mark and only his stern was still behind it.  His bro wanted to prove that he hadn't been allowed water so hit PB's boat.  PB argued that his brother had had a collision when he could have easily avoided one while his brother said that he should have been given more water at the mark.  PB and his bro are good friends so just shrugged it off as sibling rivalry but............       

What is the situation on this?  What would a protest committee have said?

Yep, but Bro has some chance of talking his way out of a DSQ, you have none and will cop it for sure.

Yep, but Bro has some chance of talking his way out of a DSQ, you have none and will cop it for sure.

Was there "damage or injury"? It doesn't particularly sound like it. Bro is off the hook in that case (RRS14), but PB is definitely DSQ.
