Do contenders now use carbon masts and booms?

If so when where they introduced?

It was a two stage process - first they allowed carbon booms, then two years later full carbon rigs were given the green light.

There is also a tip weight rule. Initially the tip weight was regulated to give the same moment to a carbon and al mast. Since then the tip weight has been reduced, at least once (it may have again, or been removed - I'm not longer sailing one so don't keep up), but I think it was always intended as a transitional rule to reduce the advantages of a carbon mast during the period that they became widespread in the fleet.

Did the competitive helm weight change as a result of the introduction?

No, but the boat is easier to sail in breeze. The contender seems to carry weight well, the current European champion is 75kg and the previous one was 97kg, both winning in breeze.
