You only have to hail for water/room to tack. Not for rounding and passing a mark or obstruction. Obviously it helps in the second case though, to let the other boat know you're about to go between them and something which might cause some damage!

Fresh Scum is correct the only hails that have any meaning in the rules are "Room to Tack", which may have the reply "You Tack", these only has meaning when used in the correct situation, and "Protest".
