When sailing our Enterprise off wind we note that the jib flaps at the top when it is set correctly at the bottom. the only way to have it filling from head to foot is to over sheet.

What steps, if any, can we take to adjust this? All adjustments are potentially available to us with the exception of moving jib fairleads inboard or outboard. We currently do not sail with a dangly pole but are planning to fit one soon.

I seem to recall we had a similar issue when we used to sail a Nat 12 but am not aware we have an issue with our Sprint 15 presumably because for most of the time we are creating more apparent wind and sheeting in progressively tighter?

Just about every jib will do that on a reach. The dangly pole will be the best fix.

i agree with Jim 

and short of  2-d  jib sheeting  there is little to do to address this  - after all  this is why  we have a kicking strap on the boom for the mainsail.

for the Ent  as  dangly pole is now allowed and the jib fairlead location is fairly tightly specified  the answer is dangly pole ... 

in classes with more flexibility over jib sheets  you end up with  narrow heet angle / oubaord barber hauler or  wide sheet angle and inboard barber haulers

So up to now I have taken the view that it is best to trim the jib to get the greatest area filling ie the lower part. Would it be better to oversheet in order to get the whole jib filling? To my mind the former feels faster.

Over sheeting closes the slot and buggers up airflow over the main. Or so I've always understood.

There is very little you can do on an Enterprise as it isn't that adjustable (in the Scorp for two sail reaching we wack the jib fairleads forward to tighten up the leach and control the sail twist better)

As for over sheeting closing the slot, having the top of the jib flapping is going to make the rig feel a bit twitchy with turbulence over the back of the main.
Over sheeting a little is possibly the lesser of two evils.
